the 'scraping 'of "scraping and painting"
I contracted to have my soffit scraped and painted. In discussing it with the foreman he assured me they would do a good job preparing the surface, even straightening out a bent edge, priming then paint.
Today the workmen started and took a very short time before I went out and saw they had already painted with primer over very bumpy surfaces – they considered “scraping” just getting off the loose paint. I was expecting a much smoother result.
What can I reasonably push for ?

You mean cornice, right?
They always look bumpy and uneven until the paint dries. Even after it dries, if they used semi or gloss, it will take a few months to lose the shine. After that, it will look great.
What you describe, a scrape and paint, is what everyone does.

IMO “scraping” IS just getting off the loose paint, as opposed to “stripping” a more involved (and messy) procedure.
