Suggestions on How to Contest DOH Complaint: Standing Water (supposedly)

Writing on behalf of a neighbor, who has been truly an upstanding citizen. An anonymous complaint was called in mid June for standing water on the lining of her pool. Her parent (who lives with her) was in the hospital, which is where she spent 98% of her time – and she did not notice the puddling of water. She produced lots of documentation of her parent’s hospitalization, and photos showing the impeccable care she takes of her backyard. The decision was her parent’s hospitalization was not a defense and she has been ordered to pay $600. This is a first and only complaint in the 40+ years she has lived in her house. It’s very upsetting to her and she would like to contest. Any suggestions? It’s really an expensive bummer, especially that the caller did not simply knock on her door. What has happened to being a neighbor? Any advice is appreciated.

Temps in mid-June for the most part weren’t up to mosquito-breeding conditions. I’d argue that as well.

You contest it at the OATH hearing and see what the judge decides.
If the violation existed, it’s very hard to get it waived or dismissed. Extenuating circumstances don’t really play a part. in it
