Styrofoam pellets littering the neighborhood

A building in my block is adding an additional floor and the addition is being clad in styrofoam insulation. The installation seems to involve sanding the panels which is causing millions of tiny styrofoam pellets to be blown all over the neighborhood.
Is there any regulations that prohibit this type of construction? I called 311 and filed a complaint for littering with Sanitation and a complaint with Building for not properly netting the construction site.
This stuff is ultimately being washed down into the storm sewers and presumably entering our waterways. This type of construction is occurring all over the city and there must be something that can be done to stop this type of pollution.

Same thing happening in Greenpoint. Disgusting. I went to DOB website, found name of owner/developer, bombarded him with “who do you think you are that you can crap all over us like this?” emails. To his eventual credit, he brought in clean-up crews and put screening over the building.

Maybe you should also complain to EPA or NYC DEP to find out what it is.

I’m not saying this is, but a lot of what appears to be styrofoam, is similar looking environmentally safe material.
