Stop Work Order

I terminated my contractor and he withdrew his permit and reported it to the DOB commissioner. Now we have a Stop Work Order on our property. The question is can we have work done that doesn’t require a permit? Like the installation of stained glass transoms? This work does not require a permit. Right now, the transoms are empty (filled with cardboard) and letting air, weather and potential strangers into our building.
