Stolen hose - is this a thing?

This morning when out to water my plants in our front stoop area, and our hose was gone! 2 years ago, a similar theft occurred: someone took the sprayer from the same hose. It was a nice-ish one (maybe $12?) so we replaced it with the $1.99 plastic jobbie. We live in the south slope on a park block, so it generally feels very safe, so both “crimes” are kind of shocking. Is this a thing? Is there a way to secure one’s hose without it being annoying? Why are people stealing such low dollar items?
