Stairwell skylight- energy code?

I converted a 2 fam to 3 under the 68 code and the app’d plans show 1/8″ wire glass for the stairwell skylight. This is nuts for energy wasting. Project got stalled and plans are 3 yrs old. How does this jive with the energy code? Thanks
