Sprinklers for a 1 family converted into 2 family

Currently I am helping my brother convert a 1 family into a 2 family ( attached both sides, not on a wide street) residence and the plan examiner is requesting that the entire building needs to be sprinklered.
The architect I am working with claims there is a FDNY code Bulletin that states that only the proposed second family portion of the building needs sprinklers and he had done it in the past. Yet he does not have that information available and I cannot find it myself. Does anyone have any leads in regards to this? thank you

The FDNY stipulation may not be necessary here. Under the 2014 NYC building code, sprinklers are required if the cost of work exceeds a certain percentage of the cost of the building, according to the Department of Finance assessment. I can’t recall the % offhand, and the value isn’t exactly what’s published, there’s a DOB formula you may be able to find online, that modified the DOF assessed market value. If you’re under that %, no sprinklers. I can give you more information on this next week if you want to call me.
