Sprinkler required for two Family?

Current Two Family Dwelling (two apartments) with Three Stories, Second Story (Top Floor Apartment) is a Dwelling Unit , First Story (Middle Floor Apartment) is dwelling unit connected to cellar via stairs. If I make any necessary physical changes to get the CO to change the “Cellar” to a “Basement” would a sprinkler system be required or can it be done without a sprinkler system if all the other requirements are met such as front and rear egress doors to the outside, light, ventilation and ceiling height. I would like to know if it can be changed without a sprinkler system. The house would still be used as a two Family.

They tend to force everybody to install sprinkler system these days. Had to do on a one familly house new building, even so code was not asking for it.

I believe it can meet the requirements for a Basement, ultimately the DOB would make that determination. If so would I be required to install a sprinkler system if the CO was changed to a basement and the house still utilized as a two family?

I’m not sure about the sprinklers, but I have to ask- how are you going to convert a cellar into a basement?
