Someone for bulkhead install and cellar stair fix ?

Hi All,

Does anyone know of a contractor / handyman that can install a bulkhead AND fix some stairs outside cellar that might not be up to code? Previous owner excavated a staircase to create a (not legal) apartment in the cellar (yes, cellar), and I consider it a security threat (not to mention insects and mice get in through there).

I need someone to install a bulkhead door over the top and, if necessary per code, fix the staircase.
