Sidewalk - Expedited repair?

We need some work done to our curb cut and sidewalk. The permitting and process is pretty convoluted for the curb cut , landmark approval, etc. Do you guys have any tips or recommendations? Thank you!

Also, the expedited repair program only steps in if you have a violation, correct? It seems like the easiest way to go if I just get a neighbor complaint about my sidewalk, the city waives all of the permitting and takes care of the project for me and then sends me a bill. Does anyone have any experience?
