Scaffolding on abandoned building causing damage

Hello! The building next to us in Crown Heights, which apparently still has an owner, has been vacant for sometime . Besides the illegal dumping (which we are getting fines for 🙁 the city had to place scaffolding on the building, about one year ago, as part of the roof was apparently falling (or the top of the facade)., and was a hazard. As a result, there has been water run off onto our building (the scaffolding is partially on our building) causing damage to the stoop, and to the doors (they are swelling etc.). We have filed numerous complaints with the city, dept. of buildings, etc. but they just keep sending violations to the building’s owner, with nothing happening. Anyone have suggestions?? We are unsure what to do at this point.
