Reversing cellar steps

Does anyone know if reversing access to the cellar, currently by steps going from back of the hall towards the front of the building, to front to back in order to gain more space in the ground floor apartment, is allowable in a 2-family house?

can you confirm your layout, my stairs are stacked on top of one another, so that clearance if reversed would be physically impossible without reversing the stairway above it. but i think some interior stairways to basements may have been retrofit after houses were built.

my hunch is that it would be a change of egress so architect / permit may be required but perhaps someone can chime in on that.

more importantly, since you mentioned the goal was to “gain more space”, reversing stairs may change the flow of the apartment but you don’t gain any net square footage. perhaps you just meant gain more usable space in the desired location?
