Replace Sewer line inside cellar

The flooding caused by Ida cracked and damaged the concrete slab in my cellar right above the sewer pipe. This exposed the sewer line which was buried and there is a crack at the top of the sewer pipe.
So Brownstoners who would you recommend to repair this? Will any licensed plumber be able to do this? Do they need a permit to excavate and remove the pipe?

You can file a standard LAA permit. It only takes about an hour to file and the inspection is scheduled instead of given; they also rarely show up. Some Plumbers may not file it and say do not worry. I would say you will likely have a Plumbing truck parked outside your house for some hours to get this done; on the off chance a neighbor calls it in or a DOB is driving by they could stop in and issue you a fine. For context: our company is about $650 for a Non-Gas LAA but a WOP Fine is about $10,000

Can you say more? It is probably about 20′ of line. This is from the trap to where it emerges from the ground and runs horizontally along the wall a few feet above the floor.

No permit needed and most plumbers will do this. Once excavated it is a one day job.
