Repair Flashing around Windows

I have aluminum windows that have a wood flashing around the exterior (or a frame, not sure of the exact term). The wood has severely rotten and is coming away from the façade. I am on a landmark block so wanted to replace with another wood frame, unless anyone knows if you can do aluminum without going through landmarks. We are trying to do as quickly as possible so did not want to wait for weeks and months to get approvals if possible.

Has anyone had similar experience or have a contractor recommendation? We tried Vila and they said they didn’t offer this service.
