Rec room (quality housing ) on roof ..

In a new construction multi family does anyone know if one can have a bulk head that directly leads to a rec room on the roof. Meaning , tenants would not need to step ‘outside’ to reach the rec room on roof. Thank you for your input. It’s appreciated.
