Question about a cellar water leak
So when it’s raining, I am getting a bit of a water coming thru the bottom of my cellar wall at the far end of the house. Property next door is vacant and belongs to the city (HPD), there used to be an attached house there at some point but got demolished, now city owns that lot; the leak is coming from that side, Is it fair for me to assume, that it is the city’s responsibility to fix water issue from their lot into my cellar.
Any remediation recommendations?

first check your gutter leader where it enters the main drain underground to insure that the water from the roof is not leaking onto your foundation (common). Second, you may need to pour a concrete pad in the backyard sloped outward to insure that water drains away from the house – – or alternatively dig up the foundation and waterproof w a french drain. If there is an empty lot next to your house, i doubt you can hold anyone responsible. In Park Slope for instance, from prospect park down to the Gowanus Canal every yard slopes / drains into the next – you could sue everyone up the hill from 4th avenue all the way to houses on prospect park west if that was the case. Unless your neighbor has a gutter leader leaking underground into your foundation, i think you need to take responsibility for your own basement.

if it is only when raining how is the other party (the city) responsible? could be groundwater, or water running through a hole in a drainline that runs under the house making its way in.
