Property Taxes for New Construction Single Family - Tax Certiorari Attorney

Hello, trying to figure out potential property taxes on new construction single family house. Getting conflicting messages from attorneys. One said would be based on comparable sales (which would be very high assessment compared to other properties that have enjoyed the cap), another said it would be based on cost of construction. Anyone have experience with this? Or know of a Tax Certiorari Attorney they recommend that does single family residences as well? thanks,
