Pile of rubble at neighbor's front yard

Sometime in the fall, our neighbors had their concrete in the front yard broken up by a jackhammer. Alas, this is where the project stalled. Since then, the front yard is a mess of rubble (the broken up concrete was never picked up), soil and garbage. The owners of the house are never there, one tenant lives in the upstairs apartment, but she is oblivious to the situation. It is an extraordinary eyesore, especially now since weeds are sprouting everywhere. There is no fence or gate that separates the front yard from the sidewalk. Debris and rocks constantly spill into the sidewalk and onto our front yard Does anyone have any input how to sensibly approach the situation and find a solution. Also, the building is in foreclosure. Many thanks.
