Permits needed to install new windows (brick to brick) in non-landmarked area
Just wondering if permits are required for brand new windows to be installed- I’m not talking replacement windows, but for doing brick to brick installation with new frames and all.

Ed is correct. if you are not doing any structural work, enlarging openings, etc., this is just a repair and doesn’t require permits. You might need a repair permit if you are replacing steel lintels.
On the subject of windows, don’t go lowest cost. Those windows will not last. There are other affordable options. Though not “historically correct,” we are currently specifying triple pane tilt turn windows. There are very robust uPVC windows out there that are less than Marvin. Intus, Zola, Starr, Klearwall are just some of the companies. Most are made in Europe and have an R value of 8 vs. R-3 for all American made double pane windows. And, if installed correctly, will greatly reduce street noise. These are typically assumed to be 40 year windows min. And if you want an upgrade, go for the aluminum clad wood – beautiful windows, tremendous longevity. Good luck

No filing required if replacing windows in existing window openings.

I believe no. If you enlarge the hole then you’re supposed to file, but if you aren’t you should be fine. Technically you’re also supposed to meet strict new energy efficiency requirements but if you aren’t filing it may not matter.
