Permits for re-installing staircase?

The prior owners of our 2-family row house removed the staircase between the parlor and garden floors, presumably to get more usable square footage in the garden level rental unit. We want to reinstall the stairs to use the house as a 1-family. Will we need permits for this work? Does anyone have a recommendation for an architect to assist us?
