Permit problems, fired contractor

Dear Forum members,

Our former contractor did a near gut renovation on our brownstone, including new electrical and plumbing. I’ve just learned from BIS that he never pulled an electrical permit and never closed the plumbing permit despite promises of handling both (he did file Alt 2 permits, though). He used subcontractors for the electrical and plumbing and I’ve reached out to both, but neither is getting back to me. We fired the contractor for gross negligence and incompetence and opened a case with the Department of Consumer Affairs to recover damages for his many, many errors, so I don’t think we can expect any action from him. Who’s responsible and what should I do — e.g., just add these failings to the long list of issues in the (ongoing) DCA complaint, or do I need to address more immediately?
