Outdoor storage for bikes/strollers: allowed and permit needed?

I own a two family row house with a small front patio. I was considering building a small wooden storage shed to hold my tenants’ bikes and all the strollers that we are accumulating (both us and the tenants are expecting next year). I know that storage for trash cans seems to be fine but there are strict rules governing what you would typically think of in a storage shed (like I think they can only be in rear yard and can’t be 3 ft from property line) . I just don’t want to spend the time building something then have a neighbor complain to the DOB . I realize my kid will probably be out of college by the time DOB comes to investigate, but any experiences anyone has had would be helpful.
