Notice of rent increase or lease termination

I know that technically the law says

“Landlords are required to provide notice to tenants if they intend to raise rent more than five percent or if they do not intend to renew the lease. The landlord must provide such notice at least:

30 days in advance of renewal if a tenant has lived in the apartment less than one year and has less than a 12-month lease
60 days in advance for a tenant who has lived in the apartment for one to two years or for a tenant with a lease term of between one and two years
90 days for a tenant who has lived in the apartment for more than two years or for a tenant with a lease term of at least two years”

but how do renters hold their landlord to this? what if the landlord tells you they are not renewing your lease 45 days in advance rather than 60 – can you simply say “sorry you are 15 days late so I am staying and not paying a penny more, give me a new lease please thanks” ?

i think i answered my own question, the law also says

“If the landlord fails to provide timely notice, the occupant’s lawful
tenancy shall continue under the existing terms of the tenancy from the
date on which the landlord gave actual written notice until the notice
period has expired, notwithstanding any provision of a lease or other
tenancy agreement to the contrary”

which i read to mean whenever they finally give you notice you have 60 days even if that period extends past the end of your current lease?
