No CO - is Alt 2 only Reno possible?
Building Info: 3 story townhouse, No CO, No I-Card but HPD shows 3 A units, DoF 3-Fam classification, No Violations but used as a 2-family for many decades (1 garden level apt with kitchen, 1 parlor with kitchen +top floor) – meaning previous renos were not permitted and had no citations.
If I wanted to do a renovation of the kitchen, updating bathrooms, add an internal staircase, add HVAC split units, but not change any entrances or remove or add bedrooms or use, would that be able to be done via Alt-2 permit or without any sort of CO filing? Or will the DOB see the plans and insist on Alt-1 and CO changes?
In other words, will the lack of a CO come into play if I do a large cosmetic reno that doesn’t seek to modify the 2-family structure

It sounds like the DOB is going to treat it as a 3-family based upon HPD & DOF, so changing to a 2 would mean a new C of O. Likewise, the new stairs might be considered a change in egress, depending upon the circumstances.
