New Siding on Rowhouse

Can anyone advise if a permit is required to put new siding on the front of a rowhouse?

when i said that about the possibly of the asphalt shingles being acm, i was only coming at this from a cost perspective. what mdr is saying is correct if it can be done but a lot of people put siding up just to go over old stuff.

That other lumpy stuff could very well have asbestos in it and it now seems that the removal of anything with asbestos in it in nyc becomes an asbestos job. $$$$$$.

Usually not required for siding replacement. But if you are investing in new siding, do yourself a favor and remove all those old layers of lumpy siding materials. Get down to the frame, put up new sheathing so you have a nice flat surface to put siding on. You can also stop air in filtration add a layer of rigid insulation on the outside. Zip-R boards are great for this.

It depends on the height of the house. If two/three stories and you are removing/replacing only the siding and not the sheathing, typically no permit is required. Always a good idea to chat with your neighbors ahead of time about plans and concerns, since siding work can affect waterproofing between row houses and drop debris into adjacent yards. Good luck!

There is ashphalt shingle underneath the vinyl. we would just be going over the ashphalt so I imagine it is more likely considered decorative? we would use a ladder system vs scaffolding as well. thanks

depending on how tall the row house is, the siding can be done off pump jacks. we used to use them on suburban homes. that was in another time and place (another jurisdiction) so i am not sure if NYC considers pump jacks to be scaffolding. i have worked on doors on two houses in recent memory where siding was being installed and they were working off of jacks. one of those houses was a row house. height might be a problem for pump jacks. my two story in queens (2 1/2 above ground) would not be an issue for the jacks – a 4 story brownstone with most of the basement above ground, maybe an issue.

i am still not 100% sure that DOB does not require a permit. i only assume that and we know what can happen when people assume.

As people noted, you will need permission from the LPC in a Landmarks District. Also your contractor will need a permit to erect the required scaffolding.

Randolph, i know there is some hidden logic or humor to your reply.

Can you categorize your answer? yes, the DOB requires a building permit or no it does not (or it is required but you might get away without one?). or yes, the LPC will require a permit in the slope or heights (or other landmarked areas) or will not.

OP, so long as this work does not involve a change in egress or window size, i do not THINK it requires a permit. i have done door work on several jobs where siding was being installed on a house and do not recall seeing any permits. this sort of thing is seen as sort of decorative and if you are going over old side, one might think of it as maintenance.

in so far as an LPC permit, if you are in a historic district, yes. maybe what randolph is suggesting is that in an LPC district in the outlying areas one might get away without a permit – but we cannot tell people they can lest they follow our bad advice and get nabbed.
