New Damp Patches on the Basement Floor

We have been in our brownstone for 7 years. I have recently noticed a patch of damp on the floor and coming up the wall at the front of the basement. Until this summer this area was always dry. Its not condensation and I am baffled as to what it causing it. There is also a damp patch outside our downstairs down by the stoop. A thought I had was a broken pipe at the front of the house leaking into the basement? I have no idea who to contact regarding such an issue and would love some help. I have attached some photo’s. Could be an issue with your house sewer line. When mine was clogged, I saw water weeping through the front cellar wall. Once the clog was removed, the weeping stopped.
