New Construction attached to our Refurbished Chimney

During a walk-around for a skylight repair, we just discovered that when our neighbor’s house was reconstructed, a new wall high was attached to our refurbished working chimney on our property. The neighboring house has a new owner. Any advice would be appreciated.
