Neighbor building fence against our fence - considerations?

Our neighbor is planning to build a fence against our new-ish fence and I am particularly concerned about the various wildlife – cats, rats, raccoons, etc that already live around our area setting up camp in there, burrowing and breeding. Is this a reasonable concern? Are there any other issues to consider? TIA
