need advice regarding geting new C of O (after years of delay)

We bought a 3-family house in Bklyn 6 years ago and renovated and converted it (with all appropriate permits) to a single family home. Though we hired an expeditor to officially change the C of O, it never got done (long story). We know that we are in a vulnerable situation and we should have pushed harder to get this resolved years ago. We are giving up on the original expeditor. But, moving forward, we are not sure how to proceed given the amount of time that has passed. We want to go about this in an appopriate manner but don’t want to unnecessarily trigger any DOB action since we are living in the home. Any advice? Any fantastic expeditor recommendations? Any advice would be much appreciated.

It will be much less painful than an SRO to anything. But that said it does depend on how it was originally filed. If it was done under “old code” down using it will be simpler, but you will still need to get new permits in order to close them out.
If it was done as a full Alt1 it will be more complicated.
You need an expediter that primarily deals with working on Older houses only.
You could try Phil Ferrara 718-938-9440 he is generally extremely busy and generally only takes on new works by personal referral. He might be able to refer you to someone with a whole office staff. (A bit more expensive)

Hi bkhome – I feel your pain, we were in the same situation – SRO to 2 family; all work done, permits expired and for various reasons, still no C/O after 6 years. Our expediter took the money (for everything, including C/O) and ran and we were NOT going to pay a 2nd expediter. We spent 6 solid months doing almost nothing but working on it, and FINALLY succeeded in Nov.

A couple thoughts — firstly, what is still outstanding, according to BIS? If your plumbing and/or electrical are still not signed off, then that’s a bigger issue than if it’s just the TR1s/TR8 etc. Those still require architect sign off, but it’s pretty straightforward for the architect so we just filled everything out for him, marched the papers down to his office, and made clear we weren’t leaving til he stamped them.

If your plumbing and electric are still not signed off, then you’ll either have to get the original people back (easier) or hire new ones to supersede the permits that the old ones pulled (much harder and more expensive).

Regardless of any of this, though, even once everything is sign ed off, you’ll still need another final construction inspection – there’s no way to get around that. In my experience, what they’re looking for on this last inspection is making sure the actual build matches the approved plans, as well as fire safety. And they WILL find something wring, but hopefully it will just be minor 😉

Second – strongly suggest you get all your paperwork in order (i.e.: know what’s been signed off and what’s outstanding, etc) and head down to Tuesday evening homeowner’s night at DOB. We lived there every Tuesday for 6 months and it is NOT pleasant, but in the end, there’s no other way we could have done it without paying another $20K to another ridiculous useless expediter.
