More violation questions

I have a landmark brownstone with a violation on the facade. I am researching three things:
a) How do I check a contractors’ record? I’d love to get a specific web address from NYC.gov. I couldn’t find the specific site.
b) It is a real hassle to get permits myself, as opposed to hiring a contractor who offers that service, including going to court?
— Would I need any other permit besides Landmarks and D.O.B.? Do I need D.O.T.? I already know I will need a shed and scaffolding.
— Do I need a lot of time for getting the permits? My hearing is September 10. One contractor told me he’d need me to commit by September 5.
c) I have no structural violations, only facade. I know doing the full job is the best option, but I’d like to know if doing patch/repair is ever acceptable.

I like the fact that Innovation took a long time on your neighbor’s property. I don’t remember what time frame they gave, but B&D gave me a longer (and sensible-sounding) time frame than the other two.

Do you think it would be alright to show up at the hearing with the bid proposals without having made a decision? I may be going forward on this project with my neighbor, who also has a facade violation, but is away on vacation. I am gathering information on project costs for just my building and for both. buildings together.

I liked Innovation and B&D the best, though Excellent was also excellent. B&D still has to submit their bid. Innovation was the most reasonable.

Thank you, everyone. I am in touch with several contractors and am collecting bids. Based on what people from The Historic Properties Fund said when they came to look at the place, the facade needs to be completely fixed, patching will really not suffice. The contractors I am looking at are VinRoy Barronette, Excellent, Captain, Innovation, B&D, Arnold’s Construction. Thank you again.

As it is a Landmark building choose a contractor that works on Landmark buildings on a regular basis. The Landmarks Commission has a list of preferred contractors, you can also contact the Landmarks Conservancy to see if they have a list of preferred contractors. They used to, but I have not done any work with them in many years so am not up to date with their programs/services.
The contractor that you choose to do the facade work will get the permit and also any scaffold & shed permit that may be required.
Get as many estimates/ quotes as you can before making a decision as to who to hire. Ask many questions; a good contractor will be willing to “teach” you/explain etc… You will be “living with” these contractors for a while, communication is key.
Yes, you need to make a decision sooner rather than putting it off with a hearing scheduled. It would be best to go to the hearing with evidence that you have at least retained a contractor. With the long weekend he re already, it is very unlikely that you can get a permit issued before the 10th. I am not saying it cannot be done, but choose the right contractor, do not rush that choice more than you already need to.

Your contractor will take care of permits. I recommend Park Slope Brownstone to do the work – licensed, insured, etc. VinRoy Barronette – 646 554 4513 But there are others such as Excellent. Look in the ‘Stoner archives.

a) not sure what you mean by “check a contractor’s record”… you can search the BIS system using a contractor’s license to turn up jobs that they’ve filed if that’s what you’re looking for.
b) you can’t get the actual permits yourself, you need a contractor. you do not need a DOT permit for a sidewalk shed I don’t think. contact a scaffolding/sidewalk shed company. you should be able to get a shed up quickly if you’re interested in mollifying the ECB at your hearing but don’t let a contractor rush you into signing with them before you have bids.
c) patch and repair is usually fine for ECB purposes as long as any potentially dangerous areas are taken care of. the scope of “the full job” is also subject to interpretation.
