Mentally unstable neighbor

Our next door neighbor has been battling a number of mental health related issues. He’s been in and out of various psych wards, most recently Woodhull earlier this week. He is also battling some sort of substance abuse issue. In the two years we’ve lived here (we own) his situation has only gotten worse. His amazing dog is left out side for days without water or food and it’s heartbreaking to witness. He and I spoke on the phone a few days ago after the release from his latest hospitalization and is clearly delusional and not making much sense.

I am very concerned for his well being and even more so my family. I was told by a friend and neighbor he has been tearing his apartment apart, tearing out sections of walls, the wiring is exposed, and that that his space is in general state of destitution that is seemingly unlivable. He is very unwell and not getting the care he needs. You’d think an individual going in and out of psych wards would have triggered the city to observe his state of mind, but there are zero resources checking on him.

While I’m concern ed for his well being, I am very concerned for my family’s well being. We have two small boys and we share a common wall between our row houses. One neighbor who offered help to him, told me the electrical was so bad they were worried for our safety. I’m at a loss for what to do and don’t know who to turn too for help. You can’t help someone who doesn’t want to help themselves. He’s up all night and sleeps all day. He called the police on his only remaining friend who had been caring for his dog while he was in the hospital. It’s a terrible situation. They city is running on fumes and resources are scarce for managing situations like these.

Does anyone have suggestions? Our home is now on the market, but could take a long time before it sells. We’ve had enough. At the end of the day, he needs help.

Perhaps you could call the Fire Department regarding the electrical safety issues and the ASPCA about his dog.

I should add, he is also the homeowner of the house next door.
