legal 3, missing 1 national grid meter

any advice on how i can obtain another gas meter that was taken away since the last owner did not pay for it? currently have 2 but need another one for a rental unit

Explain “taken away”. Locked by the utility company for non-payment or removed for some other reason as the utility wouldn’t do this.
