dork, since i saw your reply yesterday, i have been walking around trying to recall the name of a company or find the card of a company i saw working in Bed Stuy last fall. they were doing everything right, scaling the rust and they had the red primer on site and were using the ben moore dtm. i will try to find their card.

most people have been really busy and i am wondering why our govt thinks some workers need 15k payouts – especially if they do not have some sort of paper trail (like i have) to prove that they have been doing something all along anyway. (my phone stopped ringing last march for 1 month and then slowly resumed and by the end of summer it was non stop and has not let up since).

I think your biggest problem will be finding someone willing to scale the rust off and prime it before painting with some paint that says it does not need primer (a dtm, i still prime). i have a neighbor who has been doing his rail and knows what to do because even though i am picky and complain about what others do wrong, he listens to me. a customer of mine wanted to use him last year and when i told him to charge them $35 and hour, they balked at him (and complained to me for setting that price) and told him they would give him 20 (and wanted him to pay for materials, really?) and that was where it stopped. shall i see if he is willing? he works on his own place and does work for m e and tries to do it correctly without complaint. i will not recommend someone on here if i think they will screw it up.
