Insurance to do work in a co-op

Hi, I live in a 200 unit prewar coop. Recently the Board has published new insurance requirements for any alterations or removals. Basic liability is standard $1MM but they are also requiring excess liability of $5MM. Is that normal? Most small companies seem to have $2MM excess.
