Insurance and non-filed work

If a licensed and insured contractor performs work that is not permitted or filed, would his insurance cover him and the homeowner in the event of an accident or bad work?

You would have to look at the policy. You can get advice here on what is typical in a contractor’s policy, but without seeing the actual policy, limitations, exclusions, conditions precedent, riders, endorsements, etc., you will not know.
