I’m looking for advice for 40 unit coop apartment building converting from 40 in

dividual Con-Edison electric meters, to One meter (and we would sub-meter and bill ourselves internally) .

Per https://www.nyserda.ny.gov/-/media/Files/EDPPP/LIFE/Conferences/2016/D3-Berkeley-Submetering.pdf “bulk SC 6 rate at times exceeds Con Edison SC 1 direct residential rate.”
If this is true, then you’re not able to reliably determine how long it would take before your one-time electric upgrade savings would become less valuable than the recurring submitting monitoring expenses that will NEVER become obsolete.
Are any tenants currently considering significant renovations? If so, you might pair those jobs with upgrading building wide electric service at negotiated bulk discounts shared by the building.
What is the building’s existing heating plan? If on gas or oil, utility subsidies might make it worthwhile to electrify the heating plan instead during the process of upgrading individual unit services.

More and more people in the building are finding their electric service to be inadequate(and wires occasionally breaking).
Now we have one small riser pipe going to each apartment from the basement distribution.
We can replace that with one large common riser and then branch off to the apartment on each floor (sub-metering each apartment).

Sounds like a huge expense for what purpose? Even if your plan included Solar Panels all over the roof or some other hybrid way of generating electricity, I cannot see it being worth the expense. Call a few electricians & hear what they have to say.
Also consider how future buyers may look at it, most in my experience want to be as independent of each other as possible in this day & age, which is why most Co-Ops that are all on one meter strive to re-wire with independent meters directly with the utility company.
