How to contest a Con Ed Gas Meter

Bills are about 2x expected, multifamily bldg, gas steam boiler & Hot Water
Question specifically is hot to contest. I’ve checked bills, checked bldg operation, have compared this bldg with other similar, am ready to contest the meter. Any ideas, experience?

I think the Public Service Commission does this testing to insure fairness. Are you certain you did not have lots of estimated readings and one true-up that was a high bill? I would compile the entire year in BTU and check your comps again. And make sure its actual to actual readings.
