Help with preventing future water damage and leaks

Hi Everyone. We have a leak from early August we can’t figure out how to fix. The leak is coming from one side of the house into our first floor bedroom closet. It occurs when there is heavy rain. We think the water maybe coming from our neighbor’s drain or 3rd/top floor roof. We try to fix the issue with flashing (black material in the photos) along the our wall and neighbor’s roof junction or gap. It has reduce the amount of water leaking in but there is still water damage. Attached are some photos. In the photos our wall/home is beige and stucco. There is one corner in the photo which I think the water is coming from and then goes directly into our first floor bedroom closet. I want to point out there is a gap between our two homes. A contractor had added a sheet of metal under the stucco and to the neighbor’s roof to bridge the gap in 2013. No leaks from 2013 until this August.

What can we do to better seal our wall and neighbor’s roof junction or gap to prevent future water damage and leaks? Thanks in advance.
