Just make sure it’s not full of asbestos before you go sanding anything off, please. You can send a decent size sample to a lab and get it tested for $25.

i just recalled this as well. years ago i took a job with a painting contractor over a break from college. we went to a house that someone had put a textured finish on. people put this stuff on in the 1970’s. by the 1980’s they wanted it gone. i was told to begin working on it with a scraper. so we knocked the tops off the high sections and what was under it was what i still think was drywall compound. they use drywall compound with a heavy roller.

i still think op has what green says. paint and heavy roller. BUT if anyone goes to remove stuff like this and you found drywall compound underneath, you are lucky as it will sand off much easier than latex paint. of course, it would have been better if they had not put in on at all.

if someone breaks the top off stuff like this and post a picture of what is underneath, anyone on this board would have a good idea if it is compound or not. compound does not look like paint as you sand it. it looks like you are sanding dry flour used to make a cake.

i think green is correct but they could have also used a thickened paint designed to create this effect when used in combination of a high nap roller.

let us know why you are asking, do you wish to recreate it or do you wish to remove it and we may be able to offer some options. sanding latex paint can be done but it is a pain in the neck and you could have lead underneath on any older paint.

Looks like a wall thats been painted with 3/4 nap rollers and never sanded between coats.
