Help! Architect did not sign-off on a completed project

My house remodeling was completed in 2014. The job is done all according to architect’s drawing.
Just recently, a friend finished her house remodel and asked me if I have the letter of completion. Never knew there is such a thing.
She helped me check with her architect and found that the electric, and plumbing of my house is signed off, but the construction is NOT sign off by the architect.
I emailed my architect about the sign-off but have never gotten the reply.
I still have the email conversation with my architect coming for final sign-off at the time of job completion in 2014. I asked at that time about final sign-off and the architect told me that it is a self-certify.
Now I realize that he took the last payment but never signed off. For your information, I paid total $8000+ to the architect for a $1200 sqft semi-attached townhouse remodeling.
I was not very happy with architect at the end because I had to pay additional money for amendment after amendment, but I paid everything, and I have all the receipts and invoices.
The question is, how I can get this take n care of after more than 2 years if the architect is not responding to my contacts?
Is there a way to have the architect do it? I have all email conversations, and all payment receipts.
