Fixing a hole.....
I have a fully attached building on a 25X100 . The rear 30 feet are an excavated foundation from a previous rear unit that was torn down when I purchased the building ( and lost the grandfather clause to rebuild). I want to fill this hole to make it more usable, its current 2 level configuration is highly undesirable ( dark and damp). This will involve 2 dump trucks full of gravel, sand dirt, rocks, whatever that will need to be dragged from the curb, through my apartment by wheelbarrow or large garbage can by day laborers. 2 questions:
1) do I need a permit to fill the hole?
2) is this a stupid idea altogether and any idea for cost of material and labor for such a project ( approx. 140cubic yards to fill)? pic attached

We found that out from our architect when we renovated in 2006. Apparently you have to rebuild within a certain time frame (I think it was 4 years) from the time of the fire (in this case).
