Fire Escape Ladder Clearance

What is the minimum fire escape clearance from the wall? I have a violation from HDP indicating my drop ladder is too close to the wall of the building at the top when pulled down. Looking for contractor to perform the work.

I am not following. Why is it too close to the wall of the building at the top when pulled down? Is it sloping inward when it is extended? Do you mean too close to the wall below when extended? Can you try and explain again? Thanks
