Filing a PW1 with the DOB Question

Recently, our managing agent began signing PW1 applications where it says “Condo or Co-op officer” . Is this legal, or does it have to one of our Board members? Here’s the direction from the DOB:

Section 26 – Applicant’s Statements and Signatures:
 For cooperatives and condominiums, both the unit owner (Section 26 – Owner Type) and the
Coop/Condo Board (Section 26A) must sign where the applicant is retained by the unit owner.
