Fees/Comments to convert rear windows into a door for backyard access

I am going to provide access to my backyard from two rear windows that are connected into my backyard. The house is a legal two Family brick house. Currently the backyard is accessed thru the bottom level apartment. It would entail replacing one window with a door and decreasing the width of the second window slightly in the upper level apartment. A small metal deck (5 feet wide by 5 feet depth with steps which would sit approximately 3 feet above the existing backyard would be installed. The window opening width will stay the stay (The width of the lintel will not have to be changed). Some bricks will have to be removed for the enlarged opening for the door placement The Architect is charging $3,000 for his fee (Drawing up the plans, filing, and self certifying). In addition to his fees I would have to pay the additional costs for acAsbestos report, and filing Fees. My question: is his fee reasonable? In addition is there anything else I should be aware of?
