Eliminating Cigarette Smoke from Neighbor

We occasionally get whiffs of cigarette smoke in our attached rowhouse. We have owner-occupied houses with rentals on either side, but it’s hard to tell exactly where it’s coming from. Though the smell is most noticeable in the unfinished portions of our basement, which makes sense. It seems to seep up to the ground floor but is less strong.

Assuming asking our neighbors to quit would be less than fruitful, can anyone recommend any strategies to reduce this smell? I’m especially curious about air purifiers that don’t cost an arm and a leg. Given it seems to be entering through the basement, I’m hoping that putting one down there might take care of the issue since it really isn’t too strong, but enough to annoy a pair of lifelong non-smokers.

Spray Foam/Caulk any gaps/cracks/holes that you find.
