Electrical meters on outside of house?

I’ve been noticing a bunch of renovations where the electrical meters are still being put on the outside of the building even though they are smart meters and don’t need access since they are read wirelessly. This is not just on new construction either.
What are the requirements nowadays?
They just look so crappy when you have this beautifully renovated home and then a pile of meters on the front facade.
I assumed when they became smart and no longer needed con ed access they would allow them to be installed inside.
What’s the code on that?

To reiterate what I wrote earlier it IS still possible to to avoid outside meters with new electric service IF you’re in an Historic District.

Now with the new meters, it’s pretty much impossible to do so. When they were installing mine, i noticed the guy didn’t put any lock around the rings like before, and the guy said its because usually those barrel locks end up being too rusted to open & Con Ed is notified in real time to any tampering or the moment the meter is pulled.

Having them outside makes it harder for people to put a tap in before the meter and steal electricity. In the basement where there is restricted access, people can steal electricity and when they know con ed is coming disconnect it and put it all back. I bet that is the reasoning.

Con Ed has an “Electric Blue Book”, it’s a pdf with all their guidelines and such. New 1-3 family buildings, and existing 1-3 family buildings where a new service install requires new cables from the street; Meters must go on the outside of the building.
Just the way it is, an outdated line in their book that’s followed to the word.

Well 1) con Ed doesn’t needs access into the basement bc they’re smart meters and it’s all done remotely (we’ve had a smart meter for years and they’ve never needed access for anything)
2) there is already a utility room in a multifamily for boiler and water heaters so I’d guess the trade off for a few more feet to put panels in there vs the curb appeal with a panel of meters outside would be worth it, IMO

Does anyone know the city code about this?

probably because they 1) dont want the utility company to go into their basement if they need access 2) if its a multi family and they are using
the basement as a rental every inch counts- why waste space when you can put it outside.

Years ago I v wrote an article about this for the Lefferts Manor Echo, o u r neighborhood newsletter At that time ConEd would only install a new meter inside in an Historic District, and. only if the homeowner would provide a letter from the LPC verifying that that specific house was in an HD. I don’t know if that’s changed, but I wouldn’t expect logic from ANY utility company.
