Ductless Mini Split Proposal + ConEd Rebates (Westchester)

A little background: We bought a house in Westchester and want to do a ductless mini-split w/ hyper heat to supplement a terrible oil forced hot air system. House is an old 1920s colonial with no natural gas runs and due to the ConEd natural gas moratorium in southern Westchester we are, apparantly, eligible for a boatload of rebates. In any event, I have never heard of this program before and am hard pressed to find any info on it. The big consideration, as I understand it, is that the rebates require me to opt in to the utility override on my thermostats. In other words, if ConEd declares a peak energy use period, they can adjust my thermostats without my consent. Anyone in Westchester with experience with this? How does it work with the heating? Will ConEd lower my heat all winter and will I freeze in my own home? Conversely, if I’m sweating my face off in August can I not blast my AC? Here are the proposal details.
Aside from the ConED-specific questions, any thoughts/things I should ask them re: the below proposed config? Thoughts appreciated!
