Does decommissioning an oil tank require a certificate?

If so, how can I search the DOB website (or another site) for this? Our next door neighbors are doing a near-gut. Our block are all attached homes. We’re trying to be as accommodating as possible (we renovated a while ago so understand the stresses involved with that.) However, there have been a handful of things they have done that range from really annoying and not neighborly to a major inconvenience and downright dangerous. They have an oil tank and are converting to gas. One evening the smell of oil was unbelievably horrible. It was so bad that our next door neighbor on the other side of us (so two doors down from the offending house) came to US to complain about what we were doing. (She doesn’t have an attached house on the other side of her so she knew it had to come from our side.) And the next door neighbor and neighbor 2 doors down on the other side of the offending house also said it was overwhelming. I asked the contractor what was going on, and they said they had an oil spill when they cut a pipe to the tank. On top of all this, they were trying to clean the spill with bleach! AND they were trying to mask the smell by spraying 4+ canisters of air freshener! (I witnessed this myself when I went to talk to them.) All this to say – I don’t trust them to do things the right way. I want to make sure they dealt with the oil tank properly, if there’s a way to confirm this.

It is an affidavit that is usually signed by the Licensed Master Plumber of the company you are using for the conversion signs as per NYC Code. I believe there should be signage in the window stating everything being done and permits being pulled; which is needed for this work.

Thanks all. Before I visit our local firehouse, is there a way to check this on the DOB site? I have looked but can’t find anything…Not sure if it’s because they didn’t file the paperwork or if I’m just missing it on the site…Also can I just show up to the firehouse? I’ve never visited one so not sure how that works.

The company removing the Oil Tank needs to be properly licensed for the job and file all the paperwork with FDNY & DOB /ECB . It sounds like whoever is doing your neighbors job is/has done neither. Make a visit to your local Firehouse and let them know / ask them the procedures.

The affidavit from the FDNY is definitely needed; it becomes an environmental issue if you do not and the DOB ECB is a serious board to mess with
