DOB: What happens if a job still has open requirements & a new tenant moves in?

Does the new tenant have to close/sign off the previous job before they can legally occupy?

Tenants don’t do anything, owners do. And new owners are responsible. Jobs are attached to buildings not their owners.
Occupancy depends on what job it was.
