DOB PW3 estimates for ALT2
I am renovating a 3 family Brownstone. Nothing fancy. Good rental quality full renovation with relocation of bathrooms and reconfiguration while following all rules as the current bedrooms are not legal. Will live in one unit.
DOB continues to reject my GC application’s PW3 cost estimates which are backed by actual quotes and finishes submitted along with the application. They are saying that they only accept “RS Means” software estimates in PW3 which as per DOB are twice what my actual estimates are.
Is every one forced to do their major Alt2 PW3 cost estimates using “RS Means” software or do I have a bad examiner? Do I have any recourse? Is there a written rule at DOB that “RS Means” has to be used? I honestly provided actual cost estimates with back up. Appreciate any guidance please. Thank you.

Thank you Ed. We used similar numbers but DOB wants to use RS Means which are much higher numbers. Have you heard of DOB using RS Means?

Res bath $3800 per fixture
Res kitchen $3800 per fixture
